Description

Grande Anse comprises 1628.4 acres of undeveloped land and a one and one quarter mile long sandy beach.  The beach is one of the most picturesque and dramatic in St. Lucia, perhaps in the entire Caribbean.  The breezy exposure of the Atlantic and the extensive reef creates continuous mesmerizing surf activity.  Swimming conditions (undertow) would be mitigated with appropriate engineering, and popular water activities can be offered.  Whale and leatherback turtle watching are no exception.  Even in its natural state, the beauty of this coastal landscape is truly exceptional.  To the south of Grand Anse beach, there is a smaller, more protected cove.  Anse Sorciere, which has a sandy beach which is about 150 feet in length.

This exceptional property is contoured as a natural amphitheater, with mountain ridges on three sides which all focus on the mesmerizing movement of the rolling surf.  The highest elevation is about 1200 ft. above sea level.  From every angle, one can enjoy a panoramic view of the beach.  The main valley offers approximately 600 acres of flat land, including about 60 acres of beachfront property.

Three small "rivers" run through the property.  Two form lagoons on the Grand Anse Beach, the third runs into the ocean at San Sorciere.

Most of the property is forested with cocoanut palms, other exotic fruit trees and secondary tropical growth.  A diversity of lush plant and wildlife can be found on the estate.  The beach is an important nesting ground for the giant Leatherback turtle, which lays its eggs during the period from March to August.  The turtles are protected by law, and the "Desbarras Turtle Watch" organized by the community of Desbarras, has become a popular tourist attraction.

The property also contains one of the island's most significant archeological sites dating back to the period of the Amerindian.  An excavation in 1984 by the University of Vienna revealed numerous clay and stone artifacts.  The pre-Columbian theme could be optimized in a project design concept.

Location and Access:

The Property

The 1628 acres, referred to as Grande Anse Estate, are located on the Caribbean Island of St. Lucia in the Lesser Antilles.  The property lies on the north-eastern coast of St. Lucia in the district of Babonneau, about 12 miles east of the bustling capital of Castries.  Major tourist attractions and resorts are concentrated in this are of the island.  Numerous international airlines and cruise ships transport visitors to its two airports and its ports.

The property is comprised of Grande Anse Estate and D'est D'Hers Estate and is registered under plot number 1847B/1.  It is bounded by the Marquis (Devereaus) Estate to the north, several smaller estates to the west, the Atlantic Ocean to the East and Louvet Estate to the south.  The circumference of the property is approximately seven and one half miles.

The property can be accessed via the Castries-Gerand main road, which is not presently in good condition.  The last two miles of road leading up to the community of Desbarras are unpaved, and marginal.  From the entrance of the property down to the beach, there is a rough, unpaved road which has a rock base.  Near the beach, there is an obsolete landing strip for small aircraft constructed about 35 years ago.

Zoning

The Government of St. Lucia has approved Grande Anse Estate for tourism development.  However, the specifics still have to be identified with the Development Authority.

Environmental Impact Assessment

An Environmental Impact Assessment (EIA) for any projected development is required by the Government of St. Lucia.  Due to the environmental and archeological significance of the Grand Anse Estate, some specific conservation measures may need to be taken.  Guidelines for the EIA are obtained from the Ministry of Planning.

Sale

Sale price is $30 Million US Dollars for a stock sale to a qualified, experienced developer who can meet both the Sellers and the Government in a timely way.  Terms:  $4 Million down and a closing within six months.  For purchase of the real estate only, the sale price is $33 Million US Dollars.

The property should be purchased through a stock sale of the shares of Grande Anse Beach Company whereby one also acquires the coveted Alien Landholders License.

An added bonus of the stock sale is a 2% tax on share transfers instead of the 10% vendors tax(which does not apply to stock sales).  A Certificate of Good Standing is available upon request.
